EAST PROVIDENCE — “Heroin Highway” continues to live up to its ignominious moniker.
Rhode Island Troopers arrested two Fall River men for possession of heroin after conducting a motor vehicle stop on Interstate 195 East in East Providence Wednesday, May 28.
Troopers seized 20 “bricks” of heroin (approximately 1,050 individual packets) Troopers stopped the vehicle for following too close and a seatbelt violation. During the investigation that ensued, a trooper and his dog trained in narcotic detection responded to the scene.
With the canine’s assistance, the troopers located a plastic bag that contained the packets of suspected heroin in a patch of tall grass adjacent to the vehicle. Subsequent investigation determined that bag was thrown from the vehicle upon being stopped.
The operator, identified as Keith A. Casper, 30, of 386 Lawton St., Apartment No. 2721, Fall River, was taken into custody and transported to the Lincoln Woods Barracks where he was processed and later arraigned before a Justice of the Peace on the following charges: Possession with Intent to Deliver a Schedule II Controlled Substance (Heroin) and Driving While In Possession of a Controlled Substance.
Mr. Casper was also issued a civil traffic citation for Following too Close and for the Passenger Seat Belt Violation.
The passenger, identified as Michael Fleck, 30, of 1017 Middle St., Fall River, Massachusetts, was taken into custody and transported to the Lincoln Woods Barracks where he was processed and later arraigned before a Justice of the Peace on the following charge: Possession with Intent to Deliver a Schedule II Controlled Substance (Heroin).
After their arraignment, both men were held without bail at the Adult Correctional Institution pending a status review on Thursday, May 29.
